before the Louisiana purchase, France gave the territory to Spain in 1762, and took it back in 1800 hoping to make an empire in America. The United States had explorers Lew and Clark discover this land and come back with the info they saw.
France needed more money to support their war habits, and the United states wanted to expand.
The Louisiana purchase was for 15 million dollars (less than 3 cents per acre) for the Louisiana territory ($234 million in 2013 dollars, less than 42 cents per acre).
The current president at the time of was Thomas Jefferson.
